New WA Gateway A Step Closer

Transport Minister Simon O’Brien said Plans to Revitalise and Upgrade the Road Network near Perth Airport have moved a step closer with the launch of a $6.85 Million Consultancy Contract for the Gateway WA Project.

Main Roads WA has already undertaken Preliminary Planning to define the scope of the required works and consultants GHD and BG&E have joined forces as Gateway Vision to develop a Masterplan and supporting business case for the improvements.

Mr. O’Brien said the State Government had identified the upgrade of the Public Arterial Road Network near Perth Airport and the Kewdale Freight Hub as a National Infrastructure Priority.

“This was prompted by several factors, including the proposed consolidation of the Domestic and International Airport Terminals by 2017-18 and the expected doubling of Passenger and Freight Movements by 2030.” the Minister said.


“The Current Road Network simply won’t handle this additional load.” Mr. O’Brien said.

“There’s no point waiting until we have a major problem before we take action.  Instead, we are planning ahead to ensure the road network can meet the needs of Western Australia now and into the future.”

The Minister said the Gateway Project focused mainly on the stretch of Tonkin Highway between Great Eastern and Roe highways, as well as Leach Highway from Orrong Road to Perth Airport.

The feasibility of the following Potential Road and Bridge Improvement Projects will be examined as part of the Masterplan:

  • Upgrade Tonkin Highway between Roe Highway and Great Eastern Highway;
  • A major Freeway to Freeway Interchange at Leach Highway-Tonkin Highway, including a new Primary Access Road to the Consolidated Airport Terminals;
  • Planning for a New Interchange at Tonkin Highway-Boud Avenue;
  • A grade-separated interchange at the intersection of Horrie Miller Drive/Kewdale Road-Tonkin Highway;
  • Grade separation of the Leach Highway-Abernethy Road Intersection;
  • An upgraded interchange at Tonkin Highway-Roe Highway;
  • Upgrade and control of access along Leach Highway between Orrong Road and Tonkin Highway.

The State Government is providing about $200 Million towards the estimated $600 Million cost of the Project, with the balance coming from the Federal Government.  The final project cost is subject to further assessment.

“The Primary Objective of this project is to provide safe and efficient access for all road users to enhance Social, Economic and Regional Development.” Mr. O’Brien said.

“This is the first area that visitors to our State see and we want to improve their impressions of Perth by creating a more direct and interesting route to the city.”

“We also want to improve connectivity between industrial areas and the primary road network for freight vehicles, improve road safety for all users and maximise the economic potential of airport growth for the benefit of all West Australians.” Mr. O’Brien said.

Gateway Vision will be undertaking a wide range of engineering, geotechnical, hydrological and environmental investigations as part of the master planning phase, and will be working with stakeholders and the community to help identify and develop design solutions.

The Minister said the master planning phase should be completed by early 2012. Subject to funding, construction is anticipated to start in 2014 to enable completion before the .
