$900 Million For Rail Maintenance Including A New Maintaining Our Rail Network Fund

The Coalition will fix the basics of Victoria’s Public Transport Network, adding to Labor’s $800 Million over four years in existing rail asset renewal and maintenance by establishing a new $100 Million Maintaining Our Rail Network Fund administered by the Victorian Public Transport Development Authority.

The Coalition will reverse Premier John Brumby’s long-term neglect of Suburban and Regional Rail lines that has resulted in train breakdowns, delays for commuters and an unsafe Rail Network. Asset renewal and rail maintenance are essential to improving the reliability and punctuality of our Rail System and ensuring its effective and efficient performance.

A better-maintained system will increase passenger comfort, improve reliability by eliminating potential power outages and signal failures, and reduce the number of delayed trains, providing a safer and more punctual network.

Rail replacement, sleeper upgrades from timber to more durable and environmentally friendly concrete, replacement of points and crossings, ballast replacement and cleaning, drainage, upgraded power substations, upgraded overhead power supplies, modernised signalling systems, the extension of the train control system, rolling stock reliability and comfort are amongst the areas in most need of immediate attention and asset renewal.

Two independent analyses of the Metropolitan Rail Network have identified under-investment in areas that affect the franchise operator’s ability to run the Metropolitan Network at its peak, with the regional operator identifying infrastructure problems as a major problem affecting punctuality.

Under John Brumby, trains on the Belgrave, Frankston, Hurstbridge and Pakenham lines were found to be at risk of derailment, tracks between Eltham and Hurstbridge are still jointed rather than welded and electrical overhead stanchions on the Frankston line are rusting.

The Coalition’s Maintaining Our Rail Network Fund will increase funding for rail asset renewal and maintenance following the Authority’s audit of rail assets.
