Andrews Government today announced the appointment of Richard Niall QC as a Judge of the Court of Appeal.

“Richard Niall is recognised as one of Australia’s leading advocates and public lawyers and I know he will make an outstanding contribution to the Court of Appeal.” Attorney-General Martin Pakula said.

“Mr. Niall has provided exemplary legal advice and advocacy to the Victorian Government during the past 2 years as the State’s Solicitor-General.”

Mr. Niall has been the Solicitor-General for Victoria since 2015, following a distinguished career as one of Australia’s leading advocates and public lawyers.

Mr. Niall has appeared regularly in the Supreme Court, Court of Appeal, Federal Court and High Court, maintaining a broad practice in constitutional law, administrative law, industrial law, customs, environmental protection, trade practices, anti-discrimination and human rights law.

He was awarded the inaugural John A Gibson AM Award in 2014 for Distinguished Human Rights and Refugee Advocacy by the International Commission of Jurists (Victoria).

As Solicitor-General, Mr. Niall has advised and represented the Victorian Government in a range of matters including constitutional law, administrative law, planning law, integrity and law enforcement.

“I thank him for his service and congratulate him on his new appointment.” Attorney-General Pakula said.

Mr. Niall is a Senior Fellow at the Melbourne Law School, where he teaches constitutional law.

Mr. Niall’s appointment fills a vacancy on the Court of Appeal created by the recent appointment of Chief Justice Anne Ferguson, who had been a Judge of Appeal since 2014.

Mr. Niall was admitted to practice in 1991, signed the Bar Roll in 1995, and was appointed Senior Counsel in 2010. He holds a Bachelor of Laws and Bachelor of Economics from Monash University.
