Minister Releases Labor’s Noise Report

Minister for Planning Matthew Guy has released the Noise Impact Assessment Report commissioned under the Labor Government for the Regional Rail Link.

The Regional Rail Link Section 1 Noise Impact Assessment Report provides an analysis of the likely noise levels in the vicinity of the rail corridor from Moonee Ponds Creek (North Melbourne) to Deer Park, including in residential areas, and an evaluation of the effectiveness of proposed and potential mitigation measures.

Section 1 of the Regional Rail Link had been referred to the former Labor Planning Minister under the Environment Effects Act 1978 in September 2010.

The Labor Government decided an Environment Effects Statement was not required for Section 1, and instead ordered a noise impact assessment report.

Mr. Guy broadened the scope of the report earlier this year to allow for a more detailed analysis.

The report has been completed to the satisfaction of an independent Peer Review Panel, and the Minister. The Minister for Transport and the Regional Rail Link Authority have now been advised accordingly.

The Victorian Government has already acted to provide greater certainty and restore transparency in decision-making around rail projects by releasing a draft Framework for Noise from Future Passenger Rail Investments in Victoria that articulates four principles for managing and mitigating noise from future passenger rail infrastructure.

An Environmental Management Plan submitted by the Regional Rail Link Authority is currently with the Victorian Government for consideration.
