Rare opportunity Available to Develop Prime Swan River Precinct

The State Government today announced a significant milestone in the Riverside Project, calling for Expressions of Interest to develop the flagship four-hectare Riverfront Site.

Planning Minister John Day said this was the first inner city Riverside Development Opportunity to be delivered to the market since East Perth Redevelopment Authority (EPRA)’s successful Claisebrook Village Development in the 1990s.

“This site, on the city side of the Causeway, near the WACA and Trinity College, will be the flagship precinct in the Riverside project being delivered by EPRA.” Mr. Day said.

“Riverside will transform the eastern gateway into the city and create a vibrant new inner city precinct and exciting tourist destination.”

“The site provides the potential for a high-quality residential, retail, commercial and hotel development as well as new and enhanced public spaces, jetties and a waterway to connect new buildings with the river.” Mr. Day said. 

“Developers have the opportunity to interpret the delivery of the public domain that will encourage residents, workers and local and international visitors to enjoy all that the Swan River has to offer.”

“We expect strong interest from developers and investors with relevant experience and a proven track record of delivering integrated development at a precinct level.”

With about 400 new dwellings planned and 11,400 square metres of retail and commercial space, the precinct is expected to accommodate up to 700 new residents and attract 565 new workers, as well as more than 500,000 visitors each year.

The planning framework, including the Riverside Master Plan, Scheme Amendment and precinct specific Design Guidelines are in place, providing direction on land use, building and design quality requirements for future development. As the planning authority, EPRA will be responsible for the determination of all planning applications for the development area.

“The entire Riverside regeneration project aims to meet and exceed sustainable and environmental urban planning benchmarks.” the Minister said.

“Urban water management systems, ground and river water quality and foreshore restoration will need to be addressed in development plans and monitored by the State Government.

“The 40-hectare Riverside project is expected to attract more than $2.6 Billion in private investment across State and privately-owned land.”

“Of this, the Government’s investment of $113 Million will generate approximately $900 Million of private sector investment on State-owned land.”

Expressions of Interest are open from July 28 until September 22. Detailed proposals will then be requested from shortlisted applicants, with the successful proponent(s) expected to be appointed in mid-2011. 

The Riverside project is part of the Government’s Urban Regeneration Program for Perth and will complement other projects under way including the Perth City Link, Perth Cultural Centre and Waterfront developments.
